He wanted Germany to pay a high price for the damage it had inflicted on the Russian people in the war; and he wanted a weak Germany for the future, a Germany that would not again rise and attack the Soviet Union. To that end, Stalin demanded that Germany pay stiff—even damaging—reparations. In addition, he wanted to strip Germany of its industrial might by confiscating its machinery and shipping it to the Soviet Union to rebuild the war-damaged economy there.
