Alaska's first territorial legislature of 1913-14 is considered by some as one of the best in the territory's history. It passed eighty-four acts during its first session. Of these, thirty-eight amended the civil and criminal codes earlier adopted by Congress for Alaska. Among the subjects treated were compulsory education, an eight-hour working day, juvenile courts, health, welfare and labor legislation, bank regulation, and local community organization. The legislature unanimously extended the franchise to women (Chapter 1 of Page 6 the 1913 Session Laws of Alaska).

McKay was followed to Alaska by Adlai Stevenson, whose strong endorsement of statehood provided a further uplift for the cause. In the 1954 general elections, a rejuvenated Democratic party took both the Territorial House and Senate. Following this victory, party leaders decided that their 1955 legislative program would include enactment of a bill for a constitutional convention. Thomas B. Stewart, assistant territorial attorney general and newly elected to the legislature, was assigned the job of preparing legislation for a convention call.
